Blueprint

The original Great Start Blueprint was created through a state-wide citizens process in 2002-3 and presented to Governor Granholm’s Children’s Cabinet made up of Directors of the Departments of Labor and Economic Development, Community Health and Human Services along with Michigan’s State Superintendent of Public Instruction. The Blueprint is a strategic plan for creation of a community-based comprehensive system of early childhood programs, services and supports and the policy and programmatic changes necessary to realize such significant change in Michigan.

The Early Childhood Investment Corporation works ongoing with leaders and parents from state government, universities, hospitals, health systems, advocacy organizations, tribes, Head Start, associations, and communities to refine and implement the blueprint.
